Well, you can by hacking it and replacing default ringtones with files of the same audio format by naming them the same and then simply overwriting them but that is totally in no way supported by Apple and is technically "hacking" the system. I haven't done it myself but a co-worker showed me how he set the Mac start-up chime to be played when he "unlocks" (Swipes the thumb to unlock) his iPhone.

Well, text messages technically don't use airtime on the majority of plans, they use data which is charged on seperate systems at seperate rates. They used to before GSM/GPRS became more common and the data signals started being pushed by the majority if carriers. I'm sure if you're out in the middle of nowhere they might still be using the old analog systems that simply broke down the information and transmitted it over the same waves as voice.
